What you need to know about Healthcare Reform Bill 3200

The uninsured represent 3% of the population: The 46 million people the President claims are uninsured are actually 8.2 million after taking out illegal aliens, people that make $50K plus a year and choose not to purchase health coverage, and people that qualify for Medicare and Medicaid, but choose not to sign up.

- Page 50, Section 152 says that healthcare will be provided to ALL non-US citizens, illegal or otherwise.

- Page 170, lines 1-3 say that any Nonresident Alien is exempt from individual taxes to cover the cost of their medical plans. (Tax-paying American citizens will pay for them.)

The proposed healthcare plan will add 1 to 1.6 TRILLION dollars to the national deficit over the next decade according to a report released by the Congressional Budget Office (CBO) on July 17, 2009. In addition, the CBO said the proposal to give an independent panel the power to keep Medicare spending in check would only save about $2 billion over 10 years- a drop in the bucket compared to the bill's $1 trillion price tag. The US is currently at a national deficit of almost 12 trillion dollars.

Individual private medical insurance will become illegal: (page 16) Under the proposed healthcare legislation, if you leave your current job, for whatever reason, you are in the Federal government system. Those who currently have private individual coverage won't be able to change it. Nor will those who leave a company to work for themselves be free to buy individual plans from private carriers.

However, the President and all of Congress will be exempt from the healthcare plan. Page 114 specifically exempts members of Congress from the public plan. If their health care reform is such a good thing, why have they exempted themselves from it?

Contact your elected officials -Tell them to slow down and read the bill!
Most people agree that healthcare reform is needed: WHY WOULD WE WANT TO RISK GETTING IT WRONG? Elected officials do keep track of phone calls, emails & faxes that they receive from their constituents.

H.R. 3200, America’s Affordable Health Choices Act of 2009, and Amendments Defeated in Committee

On Friday, July 17, 2009, the House Ways and Means Committee passed H.R. 3200, America’s Affordable Health Choices Act of 2009.

As documented on the website for the Republican members of the Committee, Democrats defeated eleven amendments to the bill that would have

allowed Americans to keep their current private health insurance

prevented Members of Congress from exempting themselves from the plan

made rationing of health care less likely

prevented rationing by delay under the plan

eliminated tax increases for employers

limited the government plan to states with “reasonable medical liability regulations”

prevented illegal aliens from receiving taxpayer-subsidized health care under the plan

prohibited “requiring health insurance plans to cover abortions”

required the government to “maintain reserves and other margins in amounts consistent with insurance standards that apply to private plans”

prevented the government from “forcing providers to participate” in the plan

repealed “the prohibition on new enrollees in private individual market plans”

46 Million Uninsured Americans

Have you heard people say that we have to “reform health care” in the United States because there are 46 million Americans who are uninsured?

Here’s the truth about that number: Of the 45.7 million people in the U.S. (15% of the population, which was 301.6 million at the time) who were uninsured during 2007,

9.7 million were not citizens of the United States
16.2 million had an income of more than $50,000 and could, therefore, afford their own insurance
12.7 million were eligible for other government programs like Medicare and Medicaid but didn’t enroll in them

Allowing for overlap in those categories, there are 8.2 million people, less than 3% of the population, who are chronically uninsured. However, not having health insurance is different from not having health care. Even people who can’t pay for it receive free care in an emergency room.

Should we allow the government to become more involved in our health care in order to provide insurance for such a small fraction of the population? Isn’t there another cheaper, more efficient way to solve that problem? Do you want to continue to control your health care and choose your doctor, or are you willing to let the government make decisions about your health care?

H.R. 3200, America’s Affordable Health Choices Act of 2009, and Private Individual Health Insurance

On Friday, July 17, 2009, the House Ways and Means Committee passed H.R. 3200, America’s Affordable Health Choices Act of 2009.

As revealed in an editorial, “It’s Not An Option,” at IBDeditorials.com, on page 16 of the 1018-page document is a paragraph dictating that “[t]hose who currently have private individual coverage won't be able to change it. Nor will those who leave a company to work for themselves be free to buy individual plans from private carriers.”

Here is the passage from the bill: “Except as provided in this paragraph, the individual health insurance issuer offering such coverage does not enroll any individual in such coverage if the first effective date of coverage is on or after the first day of Y1 [the year the bill goes into effect].”

In a press release dated July 17, the Committee stated that “[a]ccording to the non-partisan Congressional Budget Office (CBO), reform provisions in the bill will cover 97 percent of Americans.” Currently, less than 3% of U.S. citizens cannot afford health insurance and are not eligible for a government program that will provide it. Why Join the Fight Against Medicare For All?

1. Medicare for All will create shortages in healthcare services forcing providers to ration care and increase wait times for patients (12-18 month wait in other countries)

2. Currently, Americans do not pay taxes on employer provided health insurance benefits. If you have health insurance through your company, you are about to be taxed on those plans. The Government will require all Americans have health insurance and impose FINES on those who do not.

3. The REAL GOAL: Government insurance seeks to eventually squeeze out and eliminate private health insurance companies altogether, forcing Americans to become dependent on a “one plan fits no one” Medicare system.

4. The Government will have access to and control over your health records intruding into the privacy and confidentiality of the doctor patient relationship. We all know how the Government handles confidential information.

5. The current Medicare and Medicaid programs are flawed and full of corruption. What will happen when we add another 100 million Americans to the program?

6. The President’s current plan will add another TRILLION dollars to the deficit. Another government program on an already strained economy will bankrupt the United States.

7. How will Congress pay for their new plans? TAXES. The President campaigned that 95% of Americans would receive a tax cut. However Democrats are now planning to increase taxes on everything from sugar to cigarettes as well as creating new taxes, such as Value Added Tax.

8. No one in the country is currently denied access to healthcare so why is the President rushing a plan for socialized medicine without thoughtful debate and consideration? The Government should not be allowed to tell you what healthcare you are entitled to and how to live your life.

9. Government controlled heath care takes the decision making out of the hands of individuals and families and puts it in the hands of politicians in Washington.

10. What legal recourse will you have if the government denies you or a loved one medical care? None.

The CBO‟s Analysis of H.R. 3200, America’s Affordable Health Choices Act of 2009
On Friday, July 17, 2009, the House Ways and Means Committee passed H.R. 3200, America’s Affordable Health Choices Act of 2009. Another version of the bill was passed by the Senate Health, Education, Labor and Pensions Committee on July 15.
As documented on the website of the Congressional Budget Office (CBO), according to the CBO‟s preliminary analysis H.R. 3200 would

“establish a mandate for legal residents to obtain health insurance”

“set up insurance „exchanges‟ through which some individuals and families could receive subsidies to substantially reduce the cost of purchasing insurance”

“significantly expand eligibility for Medicaid”

“make modifications to the Medicare and Medicaid programs”

“impose an income-tax surcharge on high-income individuals”

In addition, “enacting H.R. 3200 would result in a net increase in the federal budget deficit of $239 billion over the 2010-2019 period.”
